Central Falls, Rhode Island is an urban city outside of Providence with a population of about 18,823 according to the July 2007 census. Although the city is only 1.5 square miles it has an unusually large population. Central Falls High School The High School accommodates up to 1,000 students per year, this year the high school has an enrollment of over 1,000.Central Falls High School. The school educates from grades nine through twelve. The high school is affiliated with the state school, University of Rhode Island. Programs are offered to students at the high school like summer classes and work shops. When talking about the partnership with URI one of the employees of Central Falls said, "Part of what the peer leaders want to do is change the perception that Central Falls High School is a bad school. That reputation hurts the students and it comes up all the time Pina, 2007. This report will address many of the issues within the community, a school analysis including the SALT and NCLB reports, as well as a background on the district itself. It should be helpful for parents looking into a new school district or for new teachers looking for a school to work at, whatever the case, these reports will provide helpful information about the school districts in Rhode Island.


Community Background

In 2000 a profile of general demographics were recorded by the U.S. Census Bureau. It was found that 9,041 people in the community were of Hispanic or Latino backgrounds. This makes up half of the population in Central Falls city, while the other races included are Caucasian, African American, Asian, and American Indian. US Census Bureau.

According to the 1999 statistics, Central Falls, Rhode Island is very much below the poverty level. Over 5,000 individuals are reported as being below poverty level in a state of one million. Central Falls is not a large town, not nearly as large as Providence yet the poverty rate is undeniably large. The household income is more than twenty thousand dollars less than the United States household income. This table shows that Central Falls is obviously relatively poor. An economic characteristic of the city shows that 25.9% of families in the community are below the U.S. poverty line. The U.S. average of families below the poverty line is 9.2%. US Census Bureau. The city suffers from poverty much more than other cities in Rhode Island like Barrington and Newport. US Census Bureau This could be due to many circumstances like the lack of education or funding for education or lack of available jobs. Regardless of the reason, most of Central Falls continues to live in poverty.

Also, Central Falls is one of the most densely populated cities in the United States. Central Falls High School With a population of 18,000 in a 1.5 square mile area, people are overcrowded. In the 2000 US Census report, it states that only 49.1% of the city is a high school graduate or higher and only 5.7% has a Bachelor's degree or higher. Five percent of 18,000 people comes out to about 900 people with a degree. Not even one thousand people have a degree in a city of 18,000. Comparing this to the U.S. average it is clear that Central Falls is very much below the education level of other cities because the average for the country is 24.4%. US Census Bureau. From an outsider's view, this could look like people in this area do not care about their education or do not strive to move ahead with their education.

District Summary


Little to no local funding is provided. The state funds almost the whole district with 44.7 million dollars. This shows that Central Falls cannot afford to support their school systems like most of the state can. Usually taxes can take care of most of the school system, but in other "local areas" more than 50% of the state can afford to support their school system. According to the 2005-2006 SALT reports 96% of students are eligible for reduced or free lunch. Central Falls High School This funding comes from the state as well. Central Falls spends more per student than the state does on average. The state average is around $9,000 per student while Central Falls spends about $12,000 per student.National Center on Public Education. It's unusual that they spend more per student because in the income/poverty table it showed that Central Falls is relatively poor. I think the extra money being spent is from the state's funding, considering it takes up almost 90% of funding.National Center on Public Education.

Within Central Falls District there are seven schools. These schools are Central Falls High School, Calcutt Middle School, Ella Risk School, Veterans Memorial School, Margaret Robinson School, Alan Shawn Feinstein School, and Captain Hunt School. According to the 2000 Social Characteristics of Central Falls, Rhode Island Schools only 13% of children go on to a higher education after high school. Also, more than 25% of students don't go on to high school from Elementary school. After 8th grade, which is the end of elementary school, no student or child will be able to obtain a job to support themselves. We can conclude that from looking at this table because of the education levels people leave school with, no job will pay enough money to support the people working them, let alone their families. Also according to the US census, 26% of students (3,000 students) will go to high school but will not complete their education. With these two statistics combined, not completing high school and not even going to high school, this gives an outsider a look at what kind of education is being offered in this city. In the United States it is reported that 80% of students graduate from high school, while only 48% graduate from Central Falls high school each year. Fourty-eight percent is a very low number, especially compared to the United States average, which is almost double.

Sports are also a part of this district. There are girls volleyball teams, boys and girls basketball, softball, baseball, wrestling, soccer, football, and track. Although the website for the high school sports is not up to date yet, you can contact the school by email or phone number with questions about sports. Sports don't seem to be a big part of the school, most likely because the state funds the high school, probably giving more money to the education departments rather than the sports departments.

In the 2005-2006 SALT Reports, it was said that only 12% of parents have a post-secondary education degree. This is one of the factors in a student's academic achievements, most likely resulting in less kids being successful because their parents were not. Also, as it was already stated in the Community Background, Central Falls is very much in poverty, another reason why students may not be as successful. Although the state funds the school, and URI has a partnership with the school many students will most likely not move on to a higher education because of some of the factors above.

Statistics gathered from 2004 until 2007 show that the performance progress of the students in Central Falls are lower than that of students all over the state. In Mathematics proficiency alone Central Falls has more than a 20% average drop than the rest of the state. In Reading proficiencies Central Falls is also below the average by about 20%. (Information Works, 2006-2007). This is probably related to the fact that the school is known as "insufficiently making progress". (Information Works, 2007). The NCLB act of 2002 is not being met by this school, only 18 of the 23 targets evaluated were met. The target not met in the English/Language Arts programs was the Students with disabilities category. In the Mathematics programs several targets were not met, including African Americans, Students with Disabilities, and English-Language Learners.

SALT Reports (2007)
Once a year SALT reports are taken during a 60 minute period by all students and teachers around the state. Central Falls High School In 2007 it was reported by students that the overall climate of the high school in Central Falls was about a 3.2 The teachers found that the overall climate of the school was only a 2.8. Interestingly the students and teachers found a different quality of the school climate. Also according to these reports it was found that some teachers in 2007 reported that they in the habit of being afraid of certain students. Violence is obviously a problem in Central Falls most likely due to the poverty so it is more frequent for teachers to be afraid in Central Falls rather than in Barrington. Also in 2007 students reported on the violence and 16 reported that they feared being bothered or hurt at school as well.
From the SALT reports it is obvious that teachers and students have around the same area of observations about the school. They have about the same satisfaction levels in the classroom National Center on Public Education, as well as around the same ideas about violence in the schools.

In order to graduate from Central Falls High School, a student must pass all of the "Learner Outcomes". These outcomes are concepts given by the University of Rhode Island to make sure that all of the students have the skills needed to go on to a higher education. Each student must complete Portfolio requirements, comprehension course assessments, proficiency in core credit knowledge, and participation Grade 11 state NECAP testing. Central Falls High School

Conclusion

Within this report it can be concluded that although many funds are being presented to Central Falls they need to work harder to obtain their goals. Only about 74% of their students graduate. The school district did not pass the NCLB Act of 2002 in past years (Info Works, 2007) and though they are striving for that, they need to work harder. A lot of the problem with the Central Falls District is the funding. The state funds most of the school while there is no local funding, leaving students without time for things like extra help and supplies they need. As one of the administrators said in Tatiana Pina's article, the school has a bad reputation and it is very hard to get rid of that when they continue to fail. Hopefully this report will bring more attention to the things that need to be fixed at this school so that more teachers and students will want to be a part of it. Teachers who are looking for jobs may or may not be interested in this school, but hopefully the truthful report will bring more people in to try and help the situation. Attendance in the high school has increased this year, and in the next few years maybe the administrators and teachers will increase as well!
